The environment variable can be configured to do the rollover to the next server if it cannot find the license local or if the local machine is down. The UGS_LICENSE_SERVER variable can have the servers added to the value and separated with a semicolon.
UGS_LICENSE_SERVER=28000@SERVER1;28000@SERVER2
SPLM_LICENSE_SERVER=28000@SERVER1;28000@SERVER2
On UNIX, the license search path entries are separated by colons; on Windows, the entries are separated by semicolons.
